What Canada is doing here is industrial policy through incentives... creating conditions that make companies want to invest domestically because the economics work.
Tariffs are a blunt tool. They try to force behavior by raising costs.
Investment incentives do the opposite. They attract behavior by lowering risk and improving returns.
Both aim at domestic production… but one tends to create partnerships, while the other often creates friction.
Countries that succeed long-term usually rely more on the second approach.

Certainly, this is good news, I'm in favour of the KSS-III as it not only offers several advantages including the fastest delivery but it also provides very interesting industrial benefits. This latest will transfer world-class know-how and IP to Canada to make this shipbuilder more competitive and able to deliver components that may increase exports and participate in other Canadian Navy projects but through their other partnership with Algoma, build a new facility and transfer know-how to make structural steel beams, something that we did not have in Canada and needed to import from the US and abroad.

Exactly Luc. The procurement itself is only part of the story.
The real value is the technology and industrial capability that stays in Canada afterward.
That’s how countries move up the value chain over time.
